Bachelor's degree plus 10 years of experience in systems engineering. Drive continuous improvement via Inspect and Adapt workshops. Understand and operate within lean budgets and ensure adherence to guardrails. Work with the agile program management office on program execution and operational excellence. DevOps and Release on Demand competencies. Improve the flow of value through value streams by improving and assessing. Work with Product Owners, and other stakeholders to help ensure strategy and execution alignment. Ensure collaboration between System and Government architects and engineers. Provide input on resourcing to address critical bottlenecks. Coach leaders, teams, and Scrum Masters in Lean-Agile practices and mindsets. Assist with economic decision-making by facilitating feature and capability estimation by teams and the roll-up to Epics, where necessary. Conduct periodic synchronization meetings, including value stream sync for the Release Train. 
Track the execution of solution and release train epics and capabilities.Summarize program PI objectives into Release train PI Objectives and publish them for visibility and transparency.Responsible for PI Planning readiness and execution of a Continuous Exploration process to synthesize a Vision, a Roadmap, and Backlogs.
Establish and communicate annual calendars for Iterations and Program Increments (PIs).Manage and optimize the flow of value through the Release Train.Communicate with stakeholders, escalate impediments, help manage risk, and drive relentless improvement.Facilitate and guide the work of the Agile Release Train (ART) and suppliers in the value stream.
